About Dr. Martel Anse' Perry

Dr.   Martel Anse’ Perry, a native of Hampton, VA, is Senior Consultant of CTS21ST where he provides businesses with executive mentoring, training, presentations, and performs complex, efficient, and cost evaluation and analysis studies for institutions of higher education, and large and small businesses. Formerly as Executive Vice President of Shaw University, Dr. Perry oversaw the areas of Fiscal Affairs, Student Affairs, Athletics, Human Resources, Institutional Advancement, Physical Plant, Security, Strategic Infrastructure Planning, Institutional Computing, and Distance Learning.  He also managed real estate, legal, research, broadcast services, business services, and general administration. As Executive Vice President, Dr. Perry, served as chief operating officer of a $100 million dollar enterprise with a $45 million dollar plus annual operating budget with nine remote campuses state-wide. During his tenure at the university, fundraising grew from $22 million to more than $31 million in federal grants and from $19 million to more than $27 million in private giving; tuition and fees grew from $105 million to more than $145 million over a six year period. Furthermore, Dr. Perry supervised the construction and renovation of more than $12 million in new buildings and renovations to improve the physical plant of the university, while also reducing operating costs by $6.8 million a year and deferred maintenance by $5.3 million.  Under his leadership, Dr. Perry improved the university's distance learning program, elevating it from 4 online courses to over 1,100 using the Blackboard system. 

Dr. Perry is the son of the late Professor Isaiah Boyd Perry, who served as Chair of the Department of Mechanical Engineering, Hampton University and the late Dr. Vera E. Perry, Retired Professor from Norfolk State University. His wife, Rev. Dr. Gilbert-Perry, is Associate Ministry at the White Rock Missionary Baptist Church, in Durham, North Carolina. 

Dr. Perry has a wealth of experience in technology, fundraising, and business management. He has a proven track record in organizational infrastructure development  , marketing assessment and research, operations and cash management, and internal auditing.  In addition, he has provided management services to government, private, and non-profit organizations. His experience includes insurance, banking, accounting, information systems training, technology development, life cycle management, procurement, technology enterprise operations, distance learning, video conferencing, educational training, and program development. 

Prior to his appointment at Shaw University, Dr. Perry served for more than 10 years (1992-2003) as Executive Director of Howard University’s School of Divinity (HUSD) International Faith Community Information and Services Clearinghouse and Training Center. In that position, he provided direction, strategic planning, and leadership for the HUSD outreach programs, technology, research, production units, continuing education, distance learning, grants management, security, and community relations. Dr. Perry also served as the accounting and budget consultant and advisor for HUSD, and represented the School in three major audits. He also assisted the Dean of the HUSD in operational and strategic planning, fundraising, grants management, budgeting, and institutional affairs. 

As Executive Director of the International Faith Community Information and Services Clearinghouse (IISC) at Howard University, Dr. Perry managed development and production of timely and relevant information that aided members in developing grassroot programs that improved the economic, social, health, and general well-being of their communities. During his twelve-year tenure, Dr. Perry developed a membership database of more than 65,000 organizations and 225,000 members. Moreover, Dr. Perry developed an active and comprehensive volunteer program throughout the United States. Furthermore, he led IISC in providing continuing professional education to its members and the general public. He also led the development of newsletters, program development guidelines and other resources.  Dr. Perry supervised the developed and implementation of IISCs national and international conferences, workshops, and seminars that brought together service providers, funders, government officials, and members.  In addition Dr. Perry provided members with linkages to other supporting institutions, foundations, industry and federal and state agencies.  Dr. Perry led and developed IISCs strategic plan, electronic publications and marketing strategies (i.e., interactive emails and newsletters, ad generators, and online surveys), databases, website design and content management, and branding strategies.

During his tenure with the HUSD, Dr. Perry was responsible for assisting with the acquisition of $5 million from various private sources. These funds were very critical to the School because the HUSD did not receive federal funding as did other operational units in the university.  

Dr. Perry was also instrumental in securing more than $1 million in equipment and services from the Hughes Network Systems for the HUSD distance-learning program. Additionally, during his tenure at HUSD, Dr. Perry and his wife, Reverend Dr. Irene E. Gilbert-Perry, contributed more than $500,000 in computer software, equipment and support services to the HUSD. The contribution included Internet network wiring, video conferencing equipment, T-1 lines, and broadcast equipment.   Dr. Perry also designed and installed a broadcast educational studio at HUSD.     

Dr. Perry also worked as the Computer System Chief Engineer for the State of Virginia where he was responsible for managing information resources that supported and distributed centralized computing throughout the state. In addition, he oversaw information system requirements, operations, procurements, and designs. Dr. Perry’s background also includes employment as a civilian worker for the Navy and a member of the United States Air Force.  His work in the Air Force spanned more than 11 years, during which he served in several managerial positions, including Programming, Aircraft Engineering Analysis, Avionics Analysis, Management Analysis, and Maintenance Analysis. His responsibilities in these positions included developing onboard diagnostic software programs, coordinating base-level computer system operations, and designing and developing software programs that were implemented at three Air Force major installations. During his government employment, he served on the executive staff with five generals and two admirals. Dr. Perry has also provided executive management services to Department of Justice, National Institute for Standards and Technology, US Naval Supply Command, US Navy Naval System Command, US Department of Commerce, Saudi Arabia Minister of Defense, and Barclays Bank International. 

Dr. Perry completed his undergraduate degree at Delaware State University where he received the Bachelor of Science Degree in Business Administration with an emphasis in accounting and economics. Dr. Perry was awarded the Doctor of Humane Letters (L.H.D) from Shaw University. In addition, he earned Professional Certificates from the City College of Chicago in Management and Real Estate Management. Moreover, he earned three Professional Certificates from the Air Force Management Technical School in Structural Engineering Analysis, Avionics Engineering Analysis, and Management Analysis. 

Several of Dr. Perry’s awards and honors include Making a Different Award 2007--Willie Gary Foundation,; Who’s Who in Computer Science in 1991; Co-Chairman of the National Computer and Telecommunications Advisory Committee for the Federal Government 1989-91; Naval Supply Systems Command Inspector General Superior Performance Award in 1984; Outstanding Naval Inspector General Commendation in 1985; Outstanding Citizen Award of Hampton, VA in 1983; and Air Force Commendation Medal for Outstanding Programming and System Design from 1974-1978. His professional accomplishments have been featured in noteworthy periodicals and publications including, Washington Post, Virginia Pilot, Black Engineering Magazine, Converge Magazine, Microsoft Canadian Higher Educational Website News Brief, The Augusta Chronicle at Augusta Online, and the Federal Emergency Management Agency – FEMA Magazine.
